L-3 Communications Government Services, Inc. Awarded Delivery Order to Provide New Weapon System Trainer, Device 2F194, and Instructional Materials for the U.S. Navy E-6B

CHANTILLY, VA, May 17, 2004 - L-3 Communications (NYSE:LLL) announced recently that Government Services, Inc. (GSI), a wholly owned subsidiary of L-3, has been awarded an order by the U.S. Navy to develop a new Weapon System Trainer (WST) for the E-6B aircraft. The objective of the WST is to train communications skills and aircrew coordination under a variety of mission conditions including equipment malfunction conditions and increased personal stress levels caused by realistic scenarios. The E-6B WST will allow the Fleet added flexibility to meet their training requirements by providing pipeline initial training to incoming mission crews and refresher training and mission crew training for current mission crews. The total value of the contract with all options exercised is $10.2 million.

This order was competitively awarded under Lot I of the NAVAIR Orlando Training Systems Division's (TSD) FY2000 Training Systems Contract. Under this effort, GSI, our teammates L-3 Integrated Systems (IS), CACI, Inc.-Federal, and Don Patterson Associates (DPA) and our specialty simulator technology sources Distributed Simulation Technology, Inc. (DiSTI), BBN Technologies, and Symphonics will design, develop, integrate, test, deliver, and provide support for the E-6B WST and mission crew instructional programs. The WST will be reconfigurable to train an individual crewmember, a partial mission crew, or a complete mission crew during pipeline and refresher training on multiple tasks at multiple seat/positions. The E-6B WST will include stations for the following crew members:

  • Airborne Communications Officer (ACO)
  • Airborne Communications Supervisor (ACS)
  • Three Airborne Communicator Operators (ACOMs)
  • Two Battlestaff Officers
  • Two Reel Operators
  • Solid State Power Amplifier/Coupler (SSPA/C) Operator

L-3 GSI will also deliver Instructor Operator Stations (IOSs), a Debrief Station, a Scenario Development Station and a Software Support Station for the WST. There is an option for the development of the mission crew instructional materials. The work will be performed at L-3 GSI's Orlando, Florida facility.

Key features of L-3 GSI's proposed WST approach include the application of several new and enhanced technology areas to make the WST an all software reconfigurable simulation. The crew will interact with 31 photorealistic touch screen panels simulating aircraft mission equipment. These panels will be spatially accurate, high fidelity simulations with an interactive interface for the crewmember. Also, speaker independent voice recognition capability is provided for five simultaneous speaking communication crewmembers. All simulations, voice recordings and video camera recordings of crew interactions are saved for simulator replay or after action review at the Debrief Station. These features will provide the Navy with a cost effective, highly reliable, and supportable training device with reduced life-cycle costs.
